Global Implications of China-U.S.-Russia Interactions

Major countries can break free from zero-sum logic and jointly chart a new path for state-to-state relations rooted in mutual respect, solidarity and win-win outcomes.

On May 19-20, Russian President Vladimir Putin paid an official visit to China. His trip followed closely on the heels of U.S. President Donald Trump’s visit that concluded on May 15. Against a backdrop of accelerating global transformation, intensified engagement among the world’s three major countries will profoundly shape global strategic stability and human progress.

Constructive China-U.S. talks

The latest meeting between President Xi Jinping and Trump was historic, anchored in mutual respect, peace and cooperation. The two leaders held candid, in-depth and constructive talks on key bilateral and global issues. They agreed to build a constructive China-

U.S. relationship of strategic stability, setting a new course for bilateral ties. Both sides pledged to enhance political, diplomatic and military communication, and expand cooperation on trade, health, agriculture, tourism, people-to-people exchange and law enforcement, injecting new momentum into future ties.

The international landscape today is beset by intertwined shifts and mounting instability. Given their massive economic aggregate, political standing and global influence, China-U.S. relations transcend bilateral affairs. They are pivotal to world peace, economic growth, industrial and supply chain resilience and the evolution of global governance. This latest interaction showed both are committed to rejecting Cold War mentality, striving to avoid the Thucydides Trap, which refers to inevitable confrontation between an established power and a rising one, and aiming for predictable, sustainable and stable ties—benefiting global peace and development.

In what is one of the world’s most important and complex bilateral relationships, head-of-state diplomacy acts as the stabilizer. Following Trump’s visit to China, Xi will pay a reciprocal visit to the U.S. this autumn. Amid sweeping global transformations, China-U.S. relations are expected to remain on the right track, forge ahead steadily and deliver more tangible results.

Mature China-Russia ties

China-Russia relations are among the world’s most consequential bilateral ties and a model for major-country relations. First, as influential global powers, their relationship has far-reaching global ramifications. Xi emphasized the China-Russia relationship has gone far beyond the bilateral scope and acquired critical importance for the global landscape and the future of humanity. Second, the two nations have built a robust interaction model, rejecting the notion that major powers must compete and clash. They have replaced zero-sum logic with solidarity and coordination, setting a standard for major neighbors.

In recent years, bilateral ties have maintained healthy and steady growth, with all-round cooperation advancing at an unprecedented speed. Frequent high-level exchanges have formed a regular mechanism of annual reciprocal presidential visits, deepening political mutual trust.

The strong economic complementarity has been fully unleashed, pushing bilateral trade volume to successive new highs. In 2025, trade volume between China and Russia reached $227.9 billion, remaining above $200 billion for three consecutive years.

People-to-people exchange has deepened the friendship between the two peoples and consolidated public support for bilateral ties. They maintain close strategic coordination on international and regional affairs, serving as a core driver for a more just and equitable world order. Rooted in equality, mutual respect and win-win cooperation, China-Russia relations are now at an all-time high and are an exemplary model.

Putin’s 25th China visit featured in-depth talks on bilateral ties, cross-field cooperation and shared international and regional concerns. The visit was substantial and fruitful, spanning all areas of bilateral cooperation.

The bilateral relationship is reaching three important milestones this year: the 30th anniversary of the establishment of China-Russia strategic partnership of coordination, the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, and the official launch of the China-Russia Years of Education. At this pivotal juncture, the two sides will seize the moment to elevate bilateral ties to new heights, bringing greater stability and certainty to the world.

Trilateral interactions

As global change accelerates, the strategic value of trilateral interactions between China, the United States and Russia has risen. Peace, development, cooperation and mutual benefit are an irresistible historical trend. It is the shared mission of the three to build a more equitable and effective global governance system and steer the international order toward greater inclusiveness, rationality and fairness.

First, such interactions can accelerate global multipolarity. The China-U.S.-Russia relational framework has undergone profound adjustments, as the world shifts from unipolarity to multipolarity. As leading global nations, their trilateral interactions act as the core driver of global multipolarization. Centered on stability and cooperation, their new round of interactions will facilitate the healthy advancement of the multipolar world order.

Second, they can foster a comprehensive and efficient global governance system. As permanent members of the UN Security Council, the three share common interests and shoulder respective yet joint responsibilities in safeguarding global strategic stability, advancing nuclear non-proliferation, countering terrorism, addressing climate change and ensuring global public health security. Closer cooperation in these areas will boost the reform and optimization of the global governance system.

Third, they help maintain stable relations between major countries. Amid rising global risks, reckless major-power competition runs counter to the fundamental interests of all nations. A constructive China-U.S. relationship of strategic stability conforms to bilateral national interests and the aspirations of the international community, establishing a basis for both countries to take the lead in fulfilling major-country obligations, stabilizing bilateral ties and advancing global cooperation. Despite slow progress in the U.S.-mediated settlement of the Ukraine crisis, the U.S. and Russia have begun normalizing relations, starting with the Ukraine issue. Guided by top-level strategic planning, China-Russia relations remain unshakable amid twists and turns, playing an irreplaceable core role in safeguarding global stability.

The most distinct feature of the latest trilateral interactions is the departure from the traditional “two partners against one party” pattern, evolving into a new state featuring coexistence of competition and cooperation.

This dynamic balance of competition and cooperation has brought invaluable stability and positive momentum to a turbulent, changing world. It clearly shows that major countries can break free from zero-sum logic and jointly chart a new path for state-to-state relations rooted in mutual respect, solidarity and win-win outcomes.
